The command-line tools check headers, add missing structure and enrich it with available history and import relationships. Missing explanations remain marked for completion; a tool should not invent why your code exists.

This is the documentation system: the standard, its tools and the history of the work. TAGII Link is the separate connectivity add-on. Installing a Link client does not install the documentation tools.
